Global recovery is tied with the potential upturn of crude oil price in the 2nd half of 2016
TIER expects a cyclical recovery in Q3 but adjusts the annual growth forecast downward due to a disappointing Q1
The International Monetary Fund (IMF) has revised its global growth forecast four consecutive times within the recent one year. The fact indicates that the global demand is still weak. However, many believed that the global recovery could be closely correlated with the crude oil price in a sense. From that regards, forecasting agencies in the world are keeping their fingers crossed for the second half of this year expecting a tepid hike in oil prices. The Taiwan Institute of Economic Research (TIER) expects a cyclical recovery in the third quarter; however, the institute adjusts its annual growth forecast down from 1.57% to 1.27% due to the fact that exports in the first quarter were worse than expected.
Taiwan's exports in March 2016 decreased by 11.40% compared with the same month last year.

Nation records minus 0.84 percent economic growth in first quarter
Taiwan's gross domestic product (GDP) fell short of the government's forecast in the first quarter, registering minus 0.84 percent year-on-year growth, according to government figures released Friday. The Directorate General of Budget, Accounting and Statistics (DGBAS), which had forecasted first-quarter economic growth of minus 0.64 percent, said the worse-than-expected performance was due to slow exports amid weak global demand. Other factors that affected Taiwan's first-quarter exports included escalating competition from China, which had been building its own supply chain, and low prices of agricultural and industrial raw materials, said DGBAS specialist Wang Shu-chuan. The sustainable development - APEC strategy for strengthening quality growth
APEC proposed a strategy for strengthening quality growth, which gives a glimpse of the whole picture of APEC issues, however APEC moved away from its original framework of regional economic and trade forum to consider regional role and works on global development due to recent climate changes and terror attack. Accordingly, this article organises the evolution and progress of APEC growth strategy, and describes APEC growth strategy from viewpoint of sustainable development.
